Tournament Rules

CATEGORY

RULE

1)    JURISDICTION

A.       Unless otherwise noted, the current AYSO National Rules and Regulations, Section 5 and FIFA Laws of the game will be used for this tournament. The following rules are intended specifically for this tournament ONLY!

B.       The Tournament Committee (incl. Tournament Director, Assistant Director(s), Field Director, Referee Director and other designated staff) will have jurisdiction over all games played. Disputes will be resolved before the start of the next soccer day.
 Referee judgment calls are NOT subject to dispute or protest!

C.       Games will be played according to the AYSO National Rules and Regulations and FIFA Laws as interpreted by AYSO.

2)    FEES

A.       Entire fee must accompany tournament application and will be returned if application is not accepted. Fee must be by two checks issued from the respective Region’s account (no personal checks).  One to cover 2 (B) and one to cover 2(C).

B.     Fees are: U-10 $250.00, U-12 $250.00, U-14 $275.00, U-16/U-19 $275.00.  There will be a $25.00 early registration discount for all applications received by April 15, 2008. 

C.       Each team must also provide a separate $150 referee deposit. If all assignments are completed, the entire referee deposit of $150.00 will be refunded within  14 days of the completion of the tournament. 

3)    ACCEPTANCE

A.       Intent to Participate Applications and team entry fee are due by May 9, 2008.

B.       Complete Application packages are due by May 23, 2008. Application packages consist of the following:  Separate checks for all fees one for 2(B) and one for 2 (C) Team Application, Team Roster, Referee Information Form, Guest Player form (if applicable), four (4) original Youth Referee forms and a labeled passport size photo for the coach and assistant coach.  All forms must be complete in their entirety and signed by the appropriate parties.

C.       Applications will be accepted on a first-come basis, based on completed application (see Team Application Form for criteria). Teams will be notified by email within 48 hours of the receipt of their applications. Any incomplete applications will result in the team being wait listed. Wait listed teams will be returned to active registration when all paperwork is complete.

D.       Teams not accepted into the tournament will be offered the opportunity to be placed on a waiting list.

E.       The primary form of communication between the Tournament and applying teams will be email and the Tournament website. Teams must designate a Team Contact on their application who has email and Internet access.

F.        A package with Tournament Game cards, Time Monitor sheets (when applicable) and other tournament information will be mailed to the Head Coach within 7 days of acceptance of the complete application package.   Tournament game cards are the approved game cards and shall be used for all games. Any game without an official game card or official time monitor form or an altered game card or time monitor form, will be considered a forfeit.

4)    REFUNDS

A.       Teams withdrawing 30 days or more before the tournament will be issued a full refund.

B.       Teams withdrawing less than 30 days before the start of the tournament will only be issued a refund if a replacement team can be found.

C.       If the tournament is canceled and cannot be rescheduled a refund per 5 C below will be issued.

D.       If a team was previously wait listed and has accepted a spot in the tournament and after accepting the offer to play withdraws less than 30 days before the start of the tournament, a refund will not be issued.

E.       For teams that are eligible, referee deposit refunds will be mailed no later than 14 days after the end of the tournament.

5)    RAINOUT/
CANCELLATION

A.       Should the tournament be rained out on the original date, there will NOT be a rescheduled date.

B.       If the tournament is cancelled due to weather after the start of games and games cannot be rescheduled to be completed, refunds will be made to teams on a prorated basis, based on the number (percentage of the games played by the team versus the minimum of 3 games specified for the tournament.)of actual games played and the uncommitted monies available for refund.

C.       If the tournament cannot be held due to weather or other conditions beyond the control of the tournament hosts, then a refund will be sent to all teams, less the cost of any pre-ordered items and fixed expenses. Pre-ordered items will be sent to the team.

6)    PLAYERS/TEAMS

A.       Players on participating teams must be properly registered to play in Section 5 AYSO, and have played in the Fall 2007 or Spring 2008 season. Coaches are responsible to ensure that all players meet eligibility requirements.

B.       The team roster must be verified and approved by each player’s Regional Commissioner. Roster changes may be submitted (with the written approval of the Regional Commissioner); however, these changes must be received by the Tournament Registrar prior to May 31, 2008. There will be no roster changes allowed after May 31, 2008.

C.       3 Guest Players (players from a different region from the applying team’s region) will be allowed for each team. However, the Guest Player will be required to have the approval of both the Guest Player’s Regional Commissioner and the Host Team Regional Commissioner (see Guest Player Form).

D.       Coed teams will be accepted; however they must play in the boy’s divisions only.

E.       Divisions U-16 and U-19 will play 11-v-11 with a roster limit of 18 players per team.
Division U-14 will play 11-v-11 with a roster limit of 15 players per team.
Division U-12 will play 9-v-9 with a roster limit of 12 players per team.
Division U-10 will play 7-v-7 with a roster limit of 10 players per team.

F.        Maximum age limitations for each division, as established by AYSO will be strictly adhered to.

G.       The roster limit may be waived at the sole discretion of the Tournament Director. This must be approved by the Tournament Director prior to the submission of the tournament application.   If this limit is waived there will be an additional charge of $12.00 per player over the maximum limit.  There will be absolutely no increases to the roster resulting in going over the maximum roster size, after May 31, 2008.  

H.       All players must play three quarters before any player plays four, except when mathematically impossible due to team size. This includes all divisions U10 through U19. Violation of these player rules renders a team subject to forfeiture of the game and possible disqualification at the discretion of the Tournament Director.

I.         For identification purposes, each player must have a laminated identification card with name, picture, AYSO ID# and the signature of their Regional Commissioner. These ID cards must be presented for inspection at check-in time or upon request by any tournament official or match referee. In the event of a lost or misplaced card, the tournament will assist in the replacement of that card to ensure the player may continue in the tournament.

J.         Reference 21 for required player uniform specifics.  Any team with members who are not in conformance with AYSO uniform standards may be assessed a team sportsmanship point penalty of up to 2 points per game at the discretion of the tournament director.

7)    COACHES

A.       Each team is limited to one Head Coach and one Assistant Coach only (must have one of each). These coaches must be the ones listed on the Official Team Roster.  Neither coach may be affiliated with another team, in a coaching or referee capacity, in the tournament.   Once the team has been accepted to the tournament, there will be no changes allowed to the coaching staff without prior authorization from the Tournament Director.

B.       Each Coach (Head Coach and Assistant Coach) must be Safe-Haven certified and have AYSO Coach training.   Each coach must provide their AYSO Identification Number.  Also, it is suggested that all coaches (both head & assistant) be trained at the age/skill level of the team they coach.  Recommendations are: U10-U10 Coach, U12 – U 12 Coach, U14 – Intermediate Coach and U16 & U19 Advanced Coach.

C.       Coaches are expected to set the example for their team in exhibiting proper AYSO behavior and Kid Zone behavior. Coaches are expected to remain in the technical area during games and only enter the field of play as requested by the referee.  Only the head coach and assistant coach, with tournament provided credentials, are allowed in the technical area.  For U16 and U19 an uncredentialed time monitor will also be allowed in the technical area.

D.       Each Coach will be issued Tournament Credentials. . The Coaches  must wear these Badges on the lanyard provided by the tournament at all times when they are coaching during their team’s games, and must present them upon request to any tournament or match official.

8)    REFEREES

A.       Each team in the tournament will provide referee crew consisting of a minimum of two members, consisting of at least one center referee and one trained assistant referee unless otherwise approved by the Tournament Director at the time of application to the Tournament.  This crew must be capable of officiating matches at or above the division of the level they represent.  These referees may be assigned to as many games as the team they represent plays. Referees provided above the minimum will reduce the number of games each individual referee representing the team will be assigned. The Tournament Referee Administrator may modify the minimum number of games based on the number of referees available for the tournament and the schedule availability of those provided. .

B.       All referees must be an AYSO registered volunteer and be Safe-Haven Certified.

C.       Only the diagonal system of control will be used to referee the games.

D.       To the extent possible, the Tournament will endeavor to assign referees by the following grades:

         Referees for U-16/U-19 games-National level.
         Referees for U-14 games-Advanced level or above.
         Referees for U-12 game -Intermediate level or above.
         Referees for U-10 games -Regional or above.

         In the event there is not a sufficient number of referees at each grade, Referees will be assigned based upon their capabilities.

          If there are insufficient referees for a match, club linesperson(s) shall be used according to the National Rules and Regulations. 

E.       Youth referees (center referees) must be at least 2 years older than the age group they are officiating unless approved by the Tournament Director.

 

 

 

F.        All referees must be in full Uniform as defined by AYSO, including the Referee Badge. Referees not in uniform will be considered club linespersons. For purposes of the tournament, a full uniform shall consist of black shorts, referee socks, referee shirt, referee patch, and flags as needed. It is realized that not all referees have all of the colors of referee shirts approved by USSF and/or AYSO.  The local regional referee shirt shall be accepted.  It is recommended that a referee have a gold shirt and one alternate color, preferably red.

G.       Referees are expected to check in at the Referee Station at least 30 minutes prior to their first assigned game of the day. Failure to appear on time may result in a replacement referee crew being assigned to the field. Once a replacement crew has been assigned, they will have priority and the original crew must report to the Referee Station for alternate assignment.

H.       Players in the Tournament will not be allowed to referee. It is recommended that coaches do not take on the responsibility of refereeing during this event.   In the case a referee is also a coach, the event will not guarantee to avoid schedule conflicts.  If conflicts occur, the Referee assignment absolutely takes priority over anything else.  The coach will not referee in the division that he coaches.  Therefore, when one of the team coaches is a referee for the tournament that  team is required to have a second qualified assistant coach, as defined in Section 7,  to replace the coach-referee  in the event of a conflict.

I.         Referees will be expected to uphold the tournament rules, AYSO guidelines and FIFA Laws of the Game and to fully participate in the sportsmanship evaluations. Any failure of the referee to uphold these rules may be cause for dismissal from the tournament.

J.         AYSO youth referees are welcome and encouraged to officiate in the Tournament as long as they are not players in the Tournament.

K.       When submitting AYSO youth referees to represent the team in the tournament Coaches are required to submit four original copies of the Youth Referee Form with the original tournament application package.  One original will be held at each venue. Each copy must have original signature in order to be acceptable for emergency medical treatment. This form must be signed by the youth referee’s Referee Administrator. (Note: this form serves as medical treatment consent for youth referees).

L.       Each team must provide a $250.00 referee deposit. If any of the Referees submitted by the team fail to show for assigned games (either games assigned by the referee schedulers or games a referee signed up to do), the referee deposit will be forfeited.

9)    FIELDS

A.       All fields will be set up and taken down by the tournament staff.

B.       Trash cans will be provided at each field. Teams will be expected to clean up all trash in their area before leaving.

C.       Please observe the following Facility Use Rules while attending the tournament:

·          All fields are Kid Zone areas;

·          No pets will be allowed.

·          No alcohol or tobacco products are allowed at any venue.

·          No firearms are permitted unless the individual is legally authorized to carry firearms and in this capacity is acting on behalf of AYSO.

10) FORMAT

A.       This is a pool-play tournament.

B.    Each age division will be bracketed into playing pools. Each team will play a minimum of 3 preliminary play games within their respective pools. Where there are sufficient teams, divisions will also be separated into multiple competition flights.  The make-up of each pool will be determined by a random draw, and the teams will be assigned as much inter Area/Region play as possible.

C.     Teams will advance from qualifying pools based on pool play standings points. Number of teams advancing per pool will be determined by the number of pools in the division.

11) CHECK-IN

A.       Either the coach or team representative is required to check in beginning 4:00 pm, the day before the Tournament start and no later than 9:00 pm, the day before the tournament games begin, at the officially designated tournament check-in site.  The head coach or their designee must bring to check in the following items:

·          The game cards and time monitor sheets with the player roster completed on the cards, sent to him at the time of the application.

·          An official team roster, with signatures, that match the roster approved by the tournament registrar

·          Completed laminated player ID cards (Use the AYSO Supply Center Player cards or equivalent information format and sized cards. The cards must include an AYSO logo.  Player ID cards will also include a photo of the player-head shot only.

·          Original signed player registration form for each player listed on the roster.

B.       Each coach or team representative is required to attend a pre-tournament meeting, at 8:00 pm at Tournament Headquarters, the day before the start of the games. Failure of a team representative to attend this meeting will result in the forfeit of two tournament game points.

C.       Failure to check in at this designated time, without prior authorization from the Tournament Director, will result in the team forfeiting two tournament game points.

D.       Additionally, teams must check in with the field marshal or referee crew no less than 30 minutes prior to the start of each match at the designated field.  Teams must present an official Tournament game card or time monitor sheet (if necessary) to the field marshal or referee crew. .

E.       Each coach or team representative must provide AYSO Player Registration forms with original ink signatures for verification by tournament officials whenever requested. The player ID cards must also be presented with the Player Registration form.

F.        Coach must have the Player Registration forms with them at all times on the playing field and ready for presentation to Tournament Officials.

G.       Late arriving teams must have a team official report to the check in station at the venue of the teams first game, with the items designated in Paragraph A, to be cleared by the Tournament Staff before participating in any games.

12) FIELD MONITORS

A.       There will be a tournament Field Monitor assigned to each field, and will report to the Tournament Field Director. Field Monitor duties  will include:

                                                   i.            Check in teams prior to each game (collecting game cards and player ID cards

                                                  ii.             Present the verified game cards to the match referees

                                                iii.             Retain Player ID Cards until the completion of the match.  Any player receiving a red card during the match will have his Player ID Card retained by the Field Monitor and submitted with the Game Cards to the Tournament Officials.  The card will be available to the team coach or assistant coach following the next scheduled match for the team at Tournament headquarters.  If, for whatever reason, the card is misplaced, a temporary card will be issued allowing the player to continue in the Tournament.

                                                iv.            Ensure that Tournament provided equipment (balls, flags, etc) are collected and available for the next game.

B.       At the conclusion of the game, the match referees must return the completed game cards and sportsmanship forms to the Venue headquarters.

C.       Field Monitors will be in contact with the rest of the tournament staff and notify them of any incidents or injuries.  Tournament participants are encouraged to report any concerns immediately to the Field Monitor, and also to respectfully follow any instructions given by the Field Monitor.

D.       Late arriving players must be cleared by the field monitor and the referee crew before participating in any games.

13) GAMES

A.       Pool play games will consist of standard halves shortened by 5 minutes depending on the age division (see chart below) with a five minute half time. Games will be expected to end on time, and may be shortened if they start late. Pool play games may end in a tie.

B.       The Tournament Director may shorten the length of games if needed to accommodate the number of fields and other limiting factors available. The length of games shall be published by the host prior to the commencement of the games. Game durations may be shortened during the tournament at the discretion of the Tournament Director, due to weather or other factors outside the control of the Tournament Committee.

C.       Scores will be recorded on the official game card provided to each team at the time of registration.  Failure to produce an official tournament game card or official time monitor form for scorekeeping may result in the team forfeiting the game.

D.       Championship games will be full length for that division (see chart below) subject to conditions beyond tournament control. Championship games will be played until there is a winner (see Medal Round rules below).  If tied at the end of regulation time, then two full five (5) minute overtime periods will be played (NOT sudden victory).  If still tied, the game will be decided by kicks from the mark under the FIFA procedure. 

E.       Championship Game and Pool play halves shall be  as listed below and subject to revision by the tournament director:

        Division            championship                    pool play

        U-10:               25 minute half         -     20 minute half pool play
        U-12                                30 minute half         - 25 minute half pool play
        U-14:               35 minute half       -     30 minute half pool play
        U-16:               40 minute half         -     35 minute half pool play
        U-19:               45 minute half            -     40 minute half pool play

F.        The “home” team will be the first team or top team listed on the game schedule and will be responsible for providing the game ball in the event a tournament game ball is unavailable. The home team will be situated on the North or East side of the field, and the visitor will be situated on the South or West side. The teams will both be on the same  side of the field.  Spectators must face their team, from the opposite side of the field and they are confined between the 18 and 50 yard line on the half of the field designated for their team.

G.       The home team will change jerseys or don pennies in the event of a color conflict with the visitor team. If any questions, the referee will determine whether this is necessary.

H.       There will be no warming up on the field. Teams must warm up prior to taking the field. As soon as the previous game has ended, teams must clear the field and the teams for the next game must take their places.

I.         FORFEITS: Teams must check in at the designated Field Coordinator Station 30 minutes prior to the start of the game. There will be a five-minute grace period at the start of the game for a team to take the field before a forfeit is declared. The score for a forfeit match will be 1-0 for the remaining team (See STANDINGS for the points to be awarded). For U-10 division teams, there is a minimum of 5 players on the field to continue a game. For U-12 the minimum number is 6 players. For all other divisions, there must be a minimum of 7 players to continue a game. If a team cannot field the minimum number of players, the game will be abandoned and a forfeit will be declared.

J.         The referee, Venue Director or the Tournament Director have the authority to delay the start of play, to suspend play, or cancel the match due to weather conditions, which, in the opinion of the referee, endangers the safety of the players.  The Tournament Director will endeavor to reschedule or resume games that are incomplete due to weather related reasons.  However, due to situations that cannot be predicted in advance, it may not be possible to finish incomplete games.  In this case, if play was halted in the second half of play, the score at that time will be taken as the final score.  If the halt in play occurred in the first half of play, and the game cannot be resumed, the Tournament Director will decide the issue.  The Tournament Director will also decide on accounting for the games which could not be started or rescheduled due to adverse weather conditions.

 

K.       Matches cancelled due to weather or other natural causes may not be feasible to reschedule.  All questions regarding rescheduling, including decisions on forfeits will be at the discretion of the Tournament Director, whose decision shall be final.

L.       SUSPENDED GAMES: The Tournament Committee may determine to end matches early if field schedule is behind due to game delays, interference, or if weather conditions provide unsafe conditions; and may distribute awards according to games played and points. The Tournament Committee will determine the outcome of any single game which is terminated prematurely.

M.      ABANDONED GAMES: If any pool play games cannot be played due to circumstances beyond the control of the tournament, the final standings of the pool will be determined by applying the Winning Percentage formula (Total Points Earned in all Game Played divided by Total Points Possible for the Number of Games Played) to each team in the pool. Note. This does not apply to games which were shortened. Only the Tournament Director or designee can declare a game to be abandoned or not played.

N.       There will be a running clock during all pool play games. There will be no time added on for injuries or time wasted during substitutions. Each coach is urged to have their team ready at the start of each half and to conduct substitutions in as expedient a manner as possible.

O.       A horn will be sounded when the fields are required to be cleared for safety.

14) SUBSTITUTIONS

A.       For divisions U10 through U14, substitution will be allowed as specified in the AYSO National Rules and Regulations (paragraph 1.C). Substitutes will be recorded on the game cards by the referee. 

B.       Monitored substitution will be utilized by U16 and U19throughout all periods of play except as otherwise noted herein. Monitored substitutions will be in accordance with the AYSO Experimental Program for U16 and U19 Play.

C.        For divisions using monitored substitutions the time monitor must be present and must have the official Tournament time monitor sheet; otherwise the match reverts to the substitution rules of 14A.

                                                   i.            Monitored substitution shall be an option for both teams regardless of which team is designated as home or visitor.

                                                  ii.            If either team cannot or will not provide a Time Monitor, that team will use quarter substitution breaks EVEN IF the opposing team chooses to use monitored substitution.  Quarter substitution shall occur approximately midway through the first half, at halftime and approximately midway through the second half.

                                                iii.            The time monitor cannot be a coach, assistant coach, referee, assistant referee or a player involved in the match.  A parent from team, a trained neutral 4th official (referee), or a neutral adult volunteer may be a time monitor.  A referee involved in the match (other than the 4th official) cannot be the time monitor. Alternate time monitors may be approved prior to the game by the field monitor or the center referee.

                                                iv.            Time monitors take their position on the team side of the field. They complete the official time monitor worksheet provided by the tournament documenting playing time for each player.   Time monitors have no authority-they are record keepers.

 

                                                  v.            The time monitor (s) shall submit the completed official time monitor form to the referee at the conclusion of the match.  The referee shall record scores, misconduct and other game information and turn in the forms to the tournament authorities as a part of the game report.

 

D.        The center referee shall have sole discretion on allowance of substitutions, using the criteria noted below.  The referee may allow substitution in accordance with the FIFA Laws of the Game Law 3, (which is essentially any stoppage of play) with the exception that a replaced player may return to the match.  During the pre-game discussion, the center referee shall instruct the assistant referees on the appropriate way to manage substitutions.

1.        Substitution for both teams is allowed, at the discretion and with the permission of the referee, at any stoppage of play.  Substitution is allowed prior to a Penalty Kick, but the substitute cannot take the kick or replace the goalkeeper.

2.         When monitored substitution format is used, substitutions by either or both teams shall be allowed at any stoppage of play as follows:

·         The coaches shall ensure that all players play the time specified in 6.

·          The coach shall notify the nearest assistant referees when a substitution is desired.   The substitute must be positioned at the half line prior to the stoppage in play.

·         The assistant referees will notify the referee using the substitution flag signal at the next stoppage in play.  If the referee acknowledges and grants the substitution, the substitute player shall not enter the field of play until the player he or she is substituting has left the field of play.  Substitutes must enter the field of play at the midfield line.

 

15) STANDINGS

A.       Standings for pool play games will be determined on the “ten-point maximum system” as follows:

WIN                     = 6 points
TIE                       = 3 points
LOSS                     = 0 points
GOAL                   = 1 point (one point per goal scored up to a maximum of 3 per game, win or lose)
SHUTOUT           = 1 point (for an earned shutout, including a 0-0 tie)
FORFEIT              = 7 points (scored as a 1-0 win, no shutout points as it is not an “earned” shutout)
YELLOW CARD   =  1 point deduction for each per team (includes warning to coaching staff)

RED CARD           = 2 point deduction for each per team (includes 2 points for each player, substitute, or coach dismissal)

Brackets with “bye” games have weighted results and the “bye” cannot determine a bracket winner against or for the teams with “bye” games.
